HEPA is a pilot training program but a pioneering alternative education model in Vietnam. It was initiated and operated initially by a non-government organization (NGO) in the beginning years; but now registered as a scientific-technology organization under the management of Law on Science and Technology.

The training program was collaborated and approved and signed between Permaculture Research Institute of Australia and Social Policy Ecology Research Institute. The program issued an international diploma certificate on Permaculture/ecofarming.

HEPA is also a 'trial and error' study space, holistic demonstration and research centre to develop environmentally conscious community solutions and eco-farming training programs with a reverence for traditional values, belief and culture.
